Director of Advocacy and Public Affairs
Location: Portland, Maine (hybrid work optional)
Travel: Required – In-state and out-of-state travel, based on client/project needs
Compensation: $85,000–$105,000 base salary, with performance-based bonuses

Position Summary
The Director of Advocacy and Public Affairs will be a senior leader within the firm, responsible for leading client engagements across three core service areas:
Government Relations & Lobbying
Strategic Communications & Public Relations
Campaign Management & Political Strategy
The ideal candidate will have deep experience in at least one of these fields, with a deep understanding of how to move public will and decision-makers. They are also entrepreneurial and confident in their ability to cultivate and secure new client relationships. They have the organizational skills and versatility to manage multiple projects.
Government Relations & Lobbying
Represent clients before the legislature, local governments, and regulatory agencies
Draft legislation, testimony, and regulatory comments in alignment with client goals
Monitor legislative developments and provide timely policy updates
Build and maintain relationships with policymakers, staff, and stakeholders
Strategic Communications & Public Relations
Develop and execute comprehensive communications plans, including message strategy, media outreach, and crisis communications
Craft earned media strategies, op-eds, press materials, and digital content
Serve as a media liaison and spokesperson as needed
Campaign Consulting & Political Strategy
Manage or advise political, issue, and ballot campaigns at the state and local levels
Develop campaign plans including targeting, field operations, paid media, and coalition engagement
Support various campaign roles, including management, general consulting, and paid media execution, based on client needs and project scope
Mission-Aligned Growth & Development
Help lead business development efforts across all sectors we serve, including nonprofit organizations, advocacy coalitions, campaigns, labor unions, and political committees
Identify and pursue new opportunities with political organizations, issue campaigns, candidate committees, and aligned mission-driven clients
Build and maintain a robust network of prospective partners and referral sources
Lead proposal development and pitch strategy with an emphasis on value alignment and strategic fit
Represent The Resurgam Group at conferences, political events, and industry gatherings to elevate visibility and generate new leads
Qualifications
Minimum of 5 years of experience in lobbying, communications, campaign management, or public affairs consulting
Ability to generate and secure new business
Deep familiarity with political, media, and regulatory landscape; experience in other states a plus
Superior written and verbal communication skills
Ability to thrive in a fast-paced, dynamic environment with shifting priorities
Compensation & Benefits
Competitive base salary of $85,000–$105,000 with performance-based bonus opportunities, commensurate with experience.
